Movement for National Reformation Advocates for True Federalism in Nigeria

The Movement for National Reformation (MNR) has been at the forefront of advocating for good governance and true federalism in Nigeria since its inception in 1992. As a non-partisan, non-profit organization, MNR has been providing expert advice to governments on governance and federalism.

In the ongoing national discourse on Restructuring monitored by Brooom Nigeria, MNR has submitted memoranda to the Senate and House of Representatives, calling for the restoration of the 1963 Constitution of the Federal Republic of Nigeria (CFRN) to address the country’s current challenges. The proposed restoration aims to reinstate the tenets of federalism, not revert to the defunct four regions, but rather adapt to the existing 36 states as federating units.

MNR emphasizes that a federation exists when federating units agree to federate, citing examples from the USA, Canada, and Nigeria’s own history. However, since the collapse of the First Republic in 1966, Nigeria’s constitution-making process has deviated from this principle. The 1999 Constitution, derived from Decree No 24 of 1999, is unitary in nature, with states functioning as administrative branches of the central government.

– Regionalism: MNR advocates for regionalism as a vibrant ideological principle in federalism, recognizing the power and self-determination of federating units.
– State Police: States ready and able to establish their own police should do so, while others can retain Federal Police through bilateral agreements.
– Asymmetry in Governance: Regional variances should be acknowledged to build a vibrant federal system.

Restoration of 1963 CFRN

MNR believes restoring the 1963 CFRN, with amendments to reflect current realities, aligns with President Bola Ahmed Tinubu’s vision for a more perfect union. This would address structural problems, promote diversity management, and recognize the rights of indigenous ethnic nationalities.
